"Must edit" section before sending a contract

I would like my sales staff to be forced to edit specific sections before sending contracts to customers. This could be done by adding a "Must Edit" column of toggles in the template advance settings. 

Then when my sales staff create a contract, they must edit any section that has "Must Edit" turned on in the settings.

  Yes, this would be great for sections like executive summaries.
