Send to contacts not in database

Both with and without a PSA integration the ability to send to a contact that's not in the database. Helpful for sending to internal employees, contractors, or anyone that doesn't need to be saved. Also speed up the process for an account with no integration instead of having to add the contact in a separate section then create the contract.
